All the "new" characters that have been appearing havn't been good. I was so sad when they fired Paul Vogt because I thought Two-Liter Beth was amazing. But of actual original characters, we havn't had any for a while that have been amazing.

I swore it was Fifi forever too and it definately sounds like Fifi sometimes when she says it. But I've also heard Cece too, it just depends on which sketch it is, but I believe it's also been named as Cece in some kind of way by the show itself.
